Professor of Law, is the inaugural holder of the McGrath, North, Mullin &
Kratz endowed chair in Business Law. He received his Bachelor of Science in
Business Administration degree from Drake University in 1985 and his Juris
Doctor degree from the University of Michigan Law School in 1988. Prior
to joining the faculty, he was law clerk for the Honorable Deanell R. Tacha
of the United States Court of Appeals for the Tenth Circuit and he was
associated with the law firm of Sutherland, Asbill & Brennan. He is admitted
to the bars of Nebraska and Georgia (now inactive), and he holds a CPA certificate
in Iowa.
Professor Morse's scholarship and teaching focus on business and taxation
issues. Articles on taxation have appeared in the Florida Tax Review, the
Cornell Journal of Law and Public Policy, the De Paul Law Review, the Dickinson
Law Review, the Creighton Law Review, and the Journal of Taxation of Investments.
He recently completed a chapter on Tax Accounting Periods and Methods for Farmers
for publication by Lexis/Nexis in its new tax treatise, the Lexis/Nexis Federal
Tax Library.
Other research interests include legal and economic issues affecting trade,
competition, technology, and regulation. Highlights in this area include a
recent book, GOVERNING FORTUNE: CASINO GAMBLING IN AMERICA (University of
Michigan Press 2007), with co-author Dr. Ernie Goss, holder of the MacAllister
Chair in Regional Economics in the College of Business. Professor Morse has
also served on the Nebraska Attorney General's Task Force on Motor Fuel Pricing,
which published its report on the competitive conditions in the petroleum
industry in early 2006. Papers on international trade, electronic evidence,
and internet gambling have also appeared in international journals. Commentary
on Internet gaming recently appeared in The Economist magazine as well as in
other media outlets.
Professor Morse speaks regularly on topics related to his research. Recent
presentation venues include the ABA Tax Section's Committee on Agriculture and
Cooperatives, the Estate and Business Planning Program at UNL, and the
Great
Plains Tax Institute, where he presents an annual program of Important
Developments in Federal Income Taxation.
Internationally, Professor Morse has been actively involved in academic
conferences on law, technology, and trade, including the First International
Conference on Legal, Privacy, and Security Issues in Hamburg, Germany (May 2006);
the International Conference on Business, Law and Technology in Copenhagen
(December 2006), and the International Law and Trade Conference in Istanbul
(May 2007).
He is a member of the editorial board of the Journal of International Commercial
Law and Technology ( JICLT) (www.jiclt.com), a scholarly journal dedicated to
furthering the understanding of international commercial law and technology,
which is published by the International Association of IT Lawyers (IAITL). He
also serves on the editorial board of the International Journal of Liability
and Scientific Inquiry, which is published by Inderscience Publishers, of Geneva.
